RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Removes the $10 per visit per day cap on the dollar-for-dollar match received by supplemental nutrition assistance program beneficiaries under the Hawaii healthy food incentive program, also known as the double up food bucks program. Specifies that healthy proteins are eligible purchases under the program. (CD1)

RELATING TO TRAINING IN NATIVE HAWAIIAN RIGHTS.

Prohibits newly appointed or reappointed council, board, and commission members from serving if the member has not completed, within the requisite time, the required training course related to native Hawaiian rights. Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to compile an annual report of members who have failed to complete their training course requirement. Requires the Office of Hawaiian Affairs to record the training courses and make the recordings available to those who were unable to attend the training course. Effective 4/1/2022. (CD1)

RELATING TO COSMETICS.

Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed on or after 1/1/2022 in a cruel manner. Effective 1/1/2022. (CD1)

RELATING TO EDUCATION.

Beginning 7/1/2022, requires the state board for career and technical education to oversee and review annually certain statewide processes, requirements, and rules related to the student attainment of industry-recognized credentials. Requires an annual report to the governor and legislature. Requires the statewide longitudinal data system to include career and technical education data for analysis. (CD1)

RELATING TO PUBLIC HEALTH.

RELATING TO FOOD DONATION.

Expands liability protection for donors to include donations of food and similar donations made to needy persons by organizations. Authorizes the donation of expired food when the donor reasonably believes in good faith that the food remains fit for human consumption. (CD1)
