Requires the Hawaii state energy office to develop a strategic plan that identifies strategies to achieve a resilient, clean energy, decarbonized economy as quickly as practicable and to submit the strategic plan to the legislature no later than twenty days prior to the convening of the Regular Session of 2023. Requires the Hawaii natural energy institute to conduct a feasibility study of the strategic plan and to submit its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular sessions of 2023, 2028, 2033, 2043, and 2048. Authorizes a court to order the forfeiture of one half of the employees' retirement system (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the state or county employment of the individual. Authorizes designated beneficiaries to receive the ERS benefits to which the member, former member, or retirant would be entitled under this section upon the death of the member, former member, or retirant. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits. Requires the department of education to develop a reorganization plan to provide students and schools with centralized transportation services. Requires the department of Hawaiian home lands to develop a strategic plan to devise and implement long-term solutions for eliminating the waiting list for a home land lease with an emphasis on leveraging its trust resources, statutory powers, and other means of state funding and support to focus on lot development and distribution. The plans shall be based on a comprehensive assessment of the needs of the waitlist and with beneficiary consultation. Effective 7/1/3021. (HD1)
Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature. Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts. Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, identification of any unimplemented fund recommendations made in an earlier auditor's report. Establishes requirements for Hawaiian home lands beneficiary consultation. Amends the membership requirements for the Hawaiian homes commission. Requires quarterly reporting on land dispositions and lease cancellations. Authorizes the governor to establish an inter-agency council, based on a recommendation from the Hawaiian homes commission. Requires DHHL to develop and implement a loan servicing manual. Allows the Hawaiian homes commission to retain separate legal counsel or use the services of the attorney general, as needed. Requires the legislative reference bureau to conduct a study on the potential effects of creating a position for the director of Hawaiian home lands that is separate from the chairperson of the Hawaiian homes commission. Requires the department of education's existing Free Application for Federal Student Aid (FAFSA) working group to create a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2023-2024 school year.
