Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the office of planning, in partnership with greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Beginning with the 2022-2023 school year, requires the department of education to include the teaching of financial literacy in the personal/transition plan requirement for each student. Effective 7/1/2050. (HD2)

Establishes a state government realignment commission to periodically review the state executive branch's departments, divisions, and agencies, including functions and services, and submit its findings and recommendations to the legislature. Appropriates American Rescue Plan Act funds for various broadband infrastructure installation and updates throughout the State and requires an annual report regarding these projects. Establishes the rental car modernization task force to develop a plan to determine the feasibility of installing electric vehicle charging infrastructure to support a one hundred per cent zeroemission rental motor vehicle fleet by 2035. Requires the task force to submit an initial report to the legislature no later than 12/1/2021, and a final report to the legislature no later than 12/1/2022. Dissolves the task force on 5/31/2023. Establishes an expeditious adjudication system for the processing of fireworks infractions. Increases the fireworks display permit fee and the fine for certain fireworks violations. Clarifies what constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents. Authorizes the sheriff division to enforce the fireworks control law. Requires the attorney general to establish an explosion detection technology working group. Requires the department of public safety to develop and implement a web-based reporting tool for illegal fireworks. Appropriates funds. Effective 5/6/2137. (HD2)

Requires the department of agriculture, in cooperation with the office of the governor, to identify the top ten fruit and vegetable imports to the State that may be commercially grown by farmers in Hawaii and recommend ways to increase their production. Effective 7/1/2050. (HD1)

Appropriates funds for the department of transportation to conduct a study to determine the feasibility of repairing or renovating the Kalaeloa airport air traffic control tower. Effective 7/1/2050. (HD1)

Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the kupuna caregivers program during a governor-declared state of emergency. Allows the kupuna caregivers program to be delivered through either traditional service delivery or kupuna caregiver-directed services. Clarifies that coaches and service providers shall be mandated reporters who have received adult protective services training. Expands the duties of a coach to include assisting the care recipient and caregiver with the enrollment process. Allows funds under the kupuna caregivers program to be issued to the care recipient's financial management service provider. Requires the director of the executive office on aging to submit an annual report to the legislature and adopt administrative rules. Effective 7/1/2060. (HD2)

Beginning January 1, 2022, prohibits the manufacture or importation for sale of certain animal fur products in the State. Effective 7/1/2050. (HD2)
