RELATING TO SCHOOLS.

RELATING TO REAL PROPERTY.

Clarifies that projects that contain a combination of time share interests, transient vacation rentals, and private residential units located in the same project are required to provide basic documents that will enable an owner to sell the owner's time share interest. Specifies that a plan manager of a time share owners association or vacation club board of directors must provide specific information to owners regarding candidates for election to the board of directors within thirty days prior to the election and shall not have a controlling interest on the board of directors. RELATING TO PROCUREMENT.

Provides a bidder of a public works construction project with two hours after the closing of bids to clarify and correct certain information regarding subcontractors. Prohibits bid shopping and bid peddling for the competitive sealed bidding process. (SB1070 HD1)

RELATING TO RECORDS MANAGEMENT.

Requires the department of education to set a standard for retention of student records, including in electronic format, of not less than one hundred years. Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project. (SB1100 HD1)

RELATING TO THE MOTION PICTURE, DIGITAL MEDIA, AND FILM PRODUCTION INCOME TAX CREDIT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing additional tax credit options for payroll costs and 35 percent of qualified production costs for qualified productions employing local workers in a county with a population of 700,000 or less; permitting the option of offering the State an alternative marketing opportunity; adding new verification and reporting requirements; and extending the repeal of the tax credit until January 1, 2024.
