RELATING TO MENTAL HEALTH.

Authorizes a person intoxicated by alcohol, under the influence of drugs, or incapacitated by substances, including a minor, to voluntarily admit themself to a psychiatric facility or a behavioral health crisis center for an emergency evaluation to determine need for treatment.

RELATING TO THE EARNED INCOME TAX CREDIT.

Permanently increases the state earned income tax credit to fifty per cent of the federal earned income tax credit. Applies to taxable years beginning after 12/31/2024.

RELATING TO HEALTHY WORKPLACES.

Prohibits any employer or employee from subjecting an employee to abusive conduct. Requires employers and certain employees to take all reasonable preventative and responsive measures to ensure a safe work environment free of abusive conduct. Prohibits employers and certain employees from taking retaliatory actions against employees who engage in certain protected acts. Establishes a penalty, private cause of action, and remedies. Requires the Department of Labor and Industrial Relations to adopt rules.

RELATING TO CESSPOOLS.

RELATING TO TEACHER LOANS.

Requires the Department of Education to establish a teacher loan forgiveness program to assist in the payment of loans for teachers who commit to teaching in the Hawaii public school system. Appropriates funds.

RELATING TO TRAUMA-INFORMED CARE.

Requires the Office of Wellness and Resilience to design, implement, and administer trauma-informed organizational assessments and a training curriculum for Child Welfare Services to support the development of a trauma-informed child welfare system in the State. Allows the office to contract with public and private entities to provide necessary services. Appropriates funds.

RELATING TO SOCIAL SERVICES.

Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care. Appropriates funds.

RELATING TO PSYCHOLOGISTS.

Requires clinical psychologists employed by the Department of Corrections and Rehabilitation to obtain licensure within five years from the date of employment. Sunsets on 7/1/2030. Effective 7/1/2077. (SD1)
