RELATING TO FERAL ANIMALS.

RELATING TO FERAL PIGS.

RELATING TO FEDERAL LAND.

Establishes an Advisory Committee convened by the Department of Land and Natural Resources and the Department of Health to inventory lands owned by the United States government which may be reasonably transferred back to the State and to make recommendations on relevant land conditions and appropriateness of potential transfer. Requires reports to the Legislature.

RELATING TO SEARCH AND RESCUE.

Establishes the hike safe card program and search and rescue special fund to be administered by the Department of Land and Natural Resources. Requires government entities to seek reimbursement for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Exempts persons who possess a hike safe card from search and rescue cost reimbursement, under certain conditions. Requires counties and the State Fire Council to adopt ordinances or rules as necessary to pursue reimbursements. Raises the penalty for criminal trespass from a petty misdemeanor to a misdemeanor. Makes appropriations.

RELATING TO MOTOR VEHICLES.

Requires the Department of Transportation, in coordination with the counties of the State, to establish a 1-year unregistered motor vehicle amnesty pilot program to encourage motor vehicle registration and mandate the surrender or impoundment of unregistered motor vehicles after the expiration of the program. RELATED TO DRIVING UNDER THE INFLUENCE.

Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.

RELATING TO HISTORIC PRESERVATION REVIEWS.

Requires the Department of Land and Natural Resources to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the Department is unable to complete its review within sixty days.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes the DLNRTip application as the official electronic platform for persons to report natural resource violations to the Division of Conservation and Resources Enforcement. Creates statutory requirements regarding the design and maintenance of the DLNRTip application. Require the Department of Land and Natural Resources to ensure that all information submitted through the DLNRTip application is continuously monitored to facilitate timely enforcement responses.
