Requires the Department of Health to: (1) charge and collect fees for the licensing, relicensing, certification, and recertification of community care facilities; and (2) submit a report to the Legislature prior to the 2018 Regular Session on implementation of the fees.
Establishes the state smart growth public infrastructure policy. Requires state agencies involved in the planning, development, and financing of public infrastructure to consider smart growth criteria prior to approving or financing any public infrastructure project and to either attest that the project meets smart growth criteria or prepare a statement of justification explaining why the project cannot meet smart growth criteria.
Increases the fines for speeding violations occurring in a school zone or a construction area.
Requires lobbyists and their clients to make monthly disclosures during any month the legislature is in session, and a report for June 1 through December 31. Adds required disclosures regarding lobbying events, contractual relationships with legislators, and campaign contributions. Requires the governor, lieutenant governor, and legislators to file their financial disclosures by January 31 after the beginning of the regular legislative session. Requires certain state employees to disclose contractual relationships with lobbyists and their clients. Amends the definition of "administrative action" to include granting or denying an application for a business- or development-related permit, license, or approval and the procurement of goods and services through contracts covered by the procurement code. Requires the state ethics commission to accept electronically filed documents.
Establishes a suicide prevention task force to develop a strategic plan to reduce suicide in Hawaii by 25% by 2025.
Establishes an income tax deduction for political contributions.
Addresses the issue of homelessness by creating a statewide, state-funded, subsidized public service employment program. Authorizes subsidies and low-interest loans for employers who participate in the program. Makes an appropriation.
Authorizes a police officer to cause to be towed a motor vehicle if the operator is arrested or cited for certain intoxicant-related offenses. Provides exceptions. Provides notice and hearing requirements.
Authorizes motor vehicle and boat towing options for self-service storage facilities after sixty days or more delinquency; provided that an occupant is provided notice. Requires owners to notify occupants via two of the following three methods: telephone number, electronic mail, or postal address. Allows owners to send notices by electronic mail, publish notices of sales in any commercially reasonable manner, conduct sales online, and charge late fees. Authorizes limits on the liability of the owner of self-service storage facilities to be based on the maximum monetary value of property that may be stored pursuant to the rental agreement.
Establishes a Civil Rights Board to address the civil rights of homeless. Authorizes the board to: (1) request a law enforcement officer to initiate proceedings for an individual's emergency examination and hospitalization; and (2) if the law enforcement officer declines to do so, order the officer to address any complaint by taking action that would help to ameliorate the situation.
