Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.

Streamlines the reporting requirements of the Department of Human Services (DHS)and the family courts to require DHS, upon direction of the court, to provide the family court with an oral or written report regarding the safety of a minor child of the parties on or prior to the next regularly scheduled court hearing. Provides that if DHS provides a written report, the DHS need not appear at the hearing unless ordered to do so. Requires the court to provide copies of all written reports to the parties. (HB669 HD1)
Requires insurers that contract with the Department of Human Services, to provide a medically complex add-on payment of 40 percent of the Medicaid base rate for medical enrollees in long-term care facilities with complex medical, behavioral, mental health, and cognitive needs who are waitlisted at an acute care hospital. Establishes a Civil Rights Board to address the civil rights of homeless. Authorizes the board to: (1) request a law enforcement officer to initiate proceedings for an individual's emergency examination and hospitalization; and (2) if the law enforcement officer declines to do so, order the officer to address any complaint by taking action that would help to ameliorate the situation.
Requires adult family boarding homes and private homes that provide healthcare to the elderly or disabled to be licensed by the Department of Health. Establishes fines for operating an adult residential care home, adult family boarding home or private home that provides healthcare to elderly or disabled individuals who are unrelated to the caregiver family by blood, marriage, or adoption, or hospice home without a license.
Allows service providers to request and authorize transportation to and from school on behalf of homeless children and families.
Appropriates funds to the department of human services to study the impact and feasibility of creating an integrated database of certain information related to homeless individuals for providers of homeless services.
Requires the department of land and natural resources to develop an intake and dispatch training program to enable the department to efficiently and effectively receive and respond to information and reports relating to conservation and resource enforcement matters received on the division of conservation and resource enforcement's direct line. Appropriates funds to the department of land and natural resources to establish one full-time equivalent (1.0 FTE) permanent civil service position to provide intake and dispatcher services for the division of conservation and resource enforcement.
Establishes the Hawaii college service corps to provide recent high school graduates with tuition waivers and college credit for participation in qualifying college service corps programs.
