Designates September as "Hawaii Substance Abuse Prevention, Treatment and Recovery Month" to promote public awareness of and recovery from substance abuse and addiction. (HB1903 HD1)

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim. Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages as a result of a tort. (HB1885 HD1)
Requires members of the county liquor commissions and liquor control adjudication boards to submit to annual criminal history record checks. Requires attorneys hired by the liquor commission or liquor control adjudication board to submit to annual criminal background checks. Removes the requirement that the liquor commission appoints and removes an administrator subject to the civil service laws. Makes final decisions by the liquor commission reviewable under chapter 91, Hawaii Revised Statutes.
Clarifies that Hawaii Housing Finance and Development Corporation housing projects are exempt from the Disability and Communication Access Board process under section 103-50, Hawaii Revised Statutes.
Appropriates moneys to the Department of Land and Natural Resources for the establishment of a training academy for conservation and resources enforcement officers.
Prohibits the use of pesticides containing the active ingredient chlorpyrifos.
Reinstates the liability exceptions for county lifeguards.
Creates the state transit fund. Raises the rental motor vehicle surcharge tax to $ per day, and deposits one-half of the revenues into the state transit fund and the other half into the state highway fund for distribution to the counties. Requires the counties to use the surcharge tax revenue for new or expanded county public transit and private shuttle programs. Requires annual reports from the counties.
Requires the department of transportation to conduct a pilot project, in cooperation with one or more counties, to include the Hawaiian language on traffic signs on state and county lands of the participating counties. Appropriates funds for the execution of the pilot project.
Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.
