RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Contingent upon specific changes at the federal level or a state constitutional amendment, legalizes the personal adult use of cannabis and decriminalizes certain marijuana-related offenses. Beginning 1/1/2027, establishes taxes on cannabis sales. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis and hemp to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities. Appropriates funds.

RELATING TO THE UNIVERSITY OF HAWAII.

Appropriates funds to establish a bachelor's degree program in American Sign Language interpretation at the University of Hawaii at Manoa campus with a multi-year plan to include a master's degree program for interpreter training. (SD1)

RELATING TO CANNABINOIDS.

Allows any hemp processor with a permit from the Department of Health to sell certain manufactured hemp products that contain a tetrahydrocannabinol concentration of not more than five milligrams per serving. Prohibits the sale of certain manufactured hemp products to any person less than twenty-one years of age. Includes processed floral materials as "manufactured hemp products". Increases the maximum tetrahydrocannabinol concentration for tinctures to five milligrams per serving.

RELATING TO TRESPASS.

Prohibits persons being prosecuted for or convicted of the crime of criminal trespass on agricultural land from owning, possessing, or controlling a firearm or ammunition.

RELATING TO ETHICS.

Requires a Governor, Lieutenant Governor, member of the Legislature, department heads and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies to place certain financial interests in a blind trust. Prohibits a Governor, Lieutenant Governor, member of the Legislature, department head and their deputies, and any spouse or dependent child of a Governor, Lieutenant Governor, member of the Legislature, or department head and their deputies from acquiring certain financial interests during their term of service. RELATING TO INTERISLAND AIR SERVICE.

Establishes a Hawaii Interisland Air Service Stability and Transformation Program to be administered by the Department of Taxation. Requires a covered interisland air service operator to issue an equity interest to the State as a condition of participation in the Hawaii Interisland Air Service Stability and Transformation Program. Establishes the Interisland Air Service Stability and Transformation Tax Credit. Sunsets 6/30/2036. (SD1)
