Exempts from general excise tax law amounts received from the interisland transportation and related loading and unloading of livestock. Requires the public utilities commission to authorize preferential water carrier service rates by tariff for ratepayers that operate farms or ranches located in any county with a population equal to or less than 500,000.

State Educational Activities; Expands Disability Discrimination Protections
Prohibits any new or ground-disturbing development, except for the decommissioning of telescopes or for native Hawaiian traditional and cultural purposes, on conservation lands of the Mauna Kea summit at 6,000 feet above sea level and higher.
Requires the department of land and natural resources to utilize the current state-of-the-art knowledge in marine finfish hatchery production to establish a functional system to provide pua ‘ama and pua awa to stock loko i‘a.

Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.
Clarifies the list of acceptable institutions or organizations that can approve the continuing education courses needed by naturopathic physicians for license renewal.
