Amends ballot requirements to display candidates for the office of Hawaiian affairs board of trustees, by residency and nonresidency requirements and to randomize the order of candidate names within those groupings. Requires persons in counties having a population greater than seven hundred fifty thousand who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services. Sets administrative penalties for violations. Effective 7/1/2050. Authorizes a court to order the forfeiture of one half of the employees' retirement system (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the state or county employment of the individual. Authorizes designated beneficiaries to receive the ERS benefits to which the member, former member, or retirant would be entitled under this section upon the death of the member, former member, or retirant. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits. Requires the department of Hawaiian home lands to develop a strategic plan to devise and implement long-term solutions for eliminating the waiting list for a home land lease with an emphasis on leveraging its trust resources, statutory powers, and other means of state funding and support to focus on lot development and distribution. The plans shall be based on a comprehensive assessment of the needs of the waitlist and with beneficiary consultation. Effective 7/1/3021. (HD1)
Establishes requirements for Hawaiian home lands beneficiary consultation. Amends the membership requirements for the Hawaiian homes commission. Requires quarterly reporting on land dispositions and lease cancellations. Authorizes the governor to establish an inter-agency council, based on a recommendation from the Hawaiian homes commission. Requires DHHL to develop and implement a loan servicing manual. Allows the Hawaiian homes commission to retain separate legal counsel or use the services of the attorney general, as needed. Requires the legislative reference bureau to conduct a study on the potential effects of creating a position for the director of Hawaiian home lands that is separate from the chairperson of the Hawaiian homes commission. Requires any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves Compact of Free Association benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community health care workers as necessary to bridge the language and cultural divide with the community. Requires the Hawaii health systems corporation to provide oversight and enforcement. Requires the Hawaii health systems corporation to provide a report to the legislature. Effective 7/1/2060. (HD1)
