RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation. Makes inoperable the requirement for reconstructed vehicles to obtain a special inspection and certification from 1/1/2022 through 7/31/2025. Requires the department of transportation to submit a report on the effects of the repeal no later than twenty days prior to the convening of the regular session of 2025. (CD1)

RELATING TO AGRICULTURAL LOANS.

Amends the maximum amount that the Chairperson of the Board of Agriculture is authorized to approve for agricultural loans and aquacultural loans not to exceed $50,000 of state funds, rather than $25,000. (CD1)

RELATING TO DUAL USE TECHNOLOGY.

Creates a dual use technology task force within the department of business, economic development, and tourism to explore how dual use technology can be used to promote economic recovery and diversify the State's economy. Requires the task force to submit reports to the legislature prior to the regular sessions of 2023 and 2025. (CD1)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes the clean energy and energy efficiency revolving loan fund. Repeals the building energy efficiency revolving loan fund. Authorizes moneys in the green infrastructure special fund to be used to finance the option to purchase solar energy systems and other clean energy equipment, including the purchase or lease of electric vehicles. Clarifies the definitions of loan program and green infrastructure loans as they relate to the issuance of GEMS bonds. Appropriates an unspecified amount out of the clean energy and energy efficiency revolving loan fund. Appropriates funds to provide loans or other financial assistance to eligible borrowers for clean energy investments. (CD1)

RELATING TO AGRICULTURAL BUILDINGS.

Increases the maximum area for each agricultural shade cloth structure, cold frame, and greenhouse that could qualify the structure for an exemption from building permit and building code requirements. Effective 1/1/2022. (CD1)

RELATING TO MASSAGE THERAPISTS.

Beginning 7/1/2024, requires massage therapy licensees to complete twelve hours of continuing education within the twoyear period preceding the renewal date, of which two hours shall include first aid, cardiopulmonary resuscitation, or other emergency related courses. (CD1)
