Restricts asset forfeiture to cases involving the commission of a covered criminal misdemeanor or felony offense. Requires seized property to be forfeited only when the property owner has been convicted of an underlying covered criminal misdemeanor or felony offense. Changes the standard of proof that the State must meet in order for property to be forfeited from "preponderance of the evidence" to "beyond a reasonable doubt". Requires the State to prove that owners consented to or possessed knowledge of the crime that led to the seizure of their property. Requires that the agency seizing the property pay for safe and secure storage of the seized property until the completion of the forfeiture proceeding or final disposition of the property. Directs any proceeds from a civil forfeiture to the general revenue fund for public education purposes. Repeals administrative forfeiture proceedings.

Requires landlords, lessors, or plaintiffs in a summary possession action based on nonpayment of monetary rent to submit a general excise tax license in good standing as a condition to the issuance of a writ of possession. Effective 5/6/2137. (HD1)
Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2023. Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2022. Sunsets on 8/31/2026.
Lengthens the time period in which certain vehicles must have a safety inspection.
Preserves the continuity of the Information Technology Steering Committee (ITSC) by establishing four-year terms for its members, subject to the advice and consent of the Senate. Redefines the composition of the committee by allowing the Superintendent of Education and the President of the University of Hawaii to each appoint one member and decreasing the number of members appointed by the President of the Senate and the Speaker of the House of Representatives. Requires the Chief Information Officer to present the Office of Enterprise Technology Services annual report to ITSC prior to submitting it to the Legislature before the convening of each Regular Session. Requires the department of education's existing Free Application for Federal Student Aid (FAFSA) working group to create a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2023-2024 school year. Requires a report to the 2022 legislature. Effective 7/1/2051. (HD1)
Requires the Insurance Commissioner to set the maximum wholesale prices of common prescription drugs based upon Canadian price regulations. Prohibits drug makers and distributors from removing prescription drugs from Hawaii markets. Prohibits various health plans and pharmacies from purchasing prescription drugs in excess of the maximum wholesale price.
Reduces the offense of purchasing, possessing, setting off, igniting, or discharging aerial devices, display fireworks, or articles pyrotechnic under a weight of twenty-five pounds without a valid permit to a civil violation.
Increases the amount of the exemption from attachment or execution of real property that is owned by any individual who is not delinquent on income taxes, real property taxes, or mortgages; and a motor vehicle. Exempts one month of child support and spousal support from attachment or execution.
Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Requires the auditor to conduct impact assessment reports.
