Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries, unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Adds language to require Section 204 lessees mandate homestead beneficiary agreements. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions. (SD1)

Defines and recognizes rights in trust for children within the Child Protective Act. Requires family court to appoint guardian ad litem in custody cases. Provides that when a child is subject to harm or imminent harm, has been harmed, or may suffer probable harm is sufficient for police officer to take child into protective custody without court order, for department of human services to assume temporary foster custody of child, and for the department of human services to conduct an investigation.
Requires the Department of Health to establish a task force to plan the certification and training process for community health workers and submit a report to the legislature. (SD1)
Expands coverage of breast cancer screening and imaging to include an annual mammogram for a woman of any age with an above average risk for breast cancer, risk factor screening for women ages thirty or older, and additional supplemental imaging for any woman, regardless of age, as deemed medically necessary by an applicable American College of Radiology guideline. Requires the auditor to conduct an impact assessment report and make a report to the legislature. Effective 7/1/2060. (HD1)

Clarifies the definition of the practice of medicine to provide uniformity of practice between both medical physicians and osteopathic physicians.
Requires UH and the community colleges under certain circumstances to waive tuition for dependent children of service-connected one hundred per cent disability veterans and active or reserve members of the armed forces who were killed in action.
Establishes the Hawaii emergency food assistance program and Hawaii emergency food assistance program special fund to be administered by the department of agriculture and appropriates moneys into the fund to provide food to certain residents during governor-declared states of emergency. Makes violations of voting requirements for elections of a condominium association subject to the enforcement powers of the Real Estate Commission and amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.
Creates the department of housing. Places the Hawaii community development authority, Hawaii housing finance and development corporation, the office of planning, and Hawaii public housing authority under the department of housing for administrative purposes.
