RELATING TO PUBLIC ASSISTANCE.

Allows the Department of Human Services to administer and provide public assistance to eligible residents of the State during a Governor-declared state of emergency. Allows the Department of Human Services to expend funds from the Hawaii Hurricane Relief Fund to provide public assistance to eligible residents during a Governor-declared state of emergency. RELATING TO CHILD WELFARE.

RELATING TO WATER CATCHMENT SYSTEMS.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2027 and dissolve on 6/30/2027. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND.

Appropriates moneys for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and establish positions to manage the trail area. Effective 7/1/2050. (SD1)

RELATING TO MENTAL HEALTH.

Requires the Department of Health (DOH) to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the DOH to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons fulfill criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the DOH that the subject of the petition should be evaluated for assisted community treatment. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO LIBRARIES.

Requires reasonable terms in license agreements for digital literary materials between libraries and publishers. Defines prohibited terms for license agreements between libraries and publishers. Declares offer of a license agreement with a prohibited term an unfair or deceptive act. Makes a license agreement with a prohibited term void and unconscionable. Creates a right of action by libraries, library officers and borrowers. Effective 7/1/2050. (SD1)

RELATING TO HEARING AIDS.

Exempts from the general excise tax, gross receipts received by a hospital, infirmary, medical clinic, health care facility, pharmacy, or a practitioner licensed to administer drugs to an individual, from the sale of hearing aids. Effective 12/31/2050. Sunsets 1/1/2027. (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Authorizes the Department of Hawaiian Home Lands to utilize funds in the Dwelling Unit Revolving Fund as collateral when DHHL is an eligible borrower of a loan guaranteed by the United States Department of Housing and Urban Development pursuant to the Housing and Community Development Act, as amended, subject to approval of the Hawaii Housing Finance and Development Corporation. RELATING TO GOVERNMENT POSITIONS.

Requires a person appointed to serve as the Governor's Senior Advisor for Mental Health and the Justice System, Governor's Coordinator on Homelessness, or another position that serves as a Senior Advisor to the Governor to obtain the advice and consent of the Senate. Effective 1/1/2491. (SD1)
