RELATING TO MOTOR VEHICLES.

Prohibits the collection, sale, or disclosure of any driver data that is obtained by a motor vehicle or other connected car service, feature, or application to any third-party without the explicit consent of the owner or lessee of the vehicle. Designates exemptions. Requires any disclosure notification for any data collection to be clear and conspicuous. Effective 7/1/2050. (SD1)

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO WATER.

Authorizes the Department of Health to allow any county to implement a Gray Water Recycling Program that permits certain small farms of less than ten square acres in size the ability to use gray water for the purposes of irrigation. (SD1)

RELATING TO HEALTHY WORKPLACES.

Prohibits any employer or employee from subjecting an employee to abusive conduct. Requires employers and certain employees to take all reasonable preventative and responsive measures to ensure a safe work environment free of abusive conduct. Prohibits employers and certain employees from taking retaliatory actions against employees who engage in certain protected acts. Establishes a penalty, private cause of action, and remedies. Requires the Department of Labor and Industrial Relations to adopt rules.

RELATING TO CESSPOOLS.

Appropriates funds to the Department of Health for the Cesspool Compliance Pilot Grant Project. Establishes three full-time equivalent (3.0 FTE) positions. Effective 12/31/2050. (SD1)

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Requires the Department of Human Services to: (1) Prorate or exclude certain income from household members who are ineligible for the Supplemental Nutrition Assistance Program (SNAP) in determining SNAP household eligibility and benefit levels; (2) Establish a standardized medical expense deduction option for elderly or disabled household members who incur medical expenses above the federal minimum threshold; (3) Establish a pre-release SNAP application process for individuals who are incarcerated and scheduled for release; and submit annual reports to the Legislature. Specifies that the restriction under federal law prohibiting individuals convicted of certain drug-related felonies from receiving SNAP benefits and Temporary Assistance for Needy Families (TANF) benefits does not apply in Hawaii. Repeals treatment compliance requirements for TANF benefits. Effective 12/31/2050. (SD1)

RELATING TO HISTORIC PRESERVATION.

Appropriate funds into and out of the Hawaii Historic Preservation Special Fund for the State Historic Preservation Division to inventory historic properties and burial sites in the State, collect data on burial site locations, and conduct an archaeological survey necessary to compile the inventory. Effective 7/1/2050. (SD1)

RELATING TO THE HAWAII INVASIVE SPECIES COUNCIL.

Appropriates funds for the Native Resources and Fire Protection Program and Hawaii Invasive Species Council to ensure their long-term viability and continue to control and eradicate invasive species in the State. Effective 1/1/2050. (SD1)
