Amends the definition of development in a special management area to include placement of any structure. Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. Appropriates funds for the continued support of Hana Health in Hana, Maui.
Requires a chronic pain medication agreement to be executed between a patient and any prescriber of a narcotic drug within the State for use as chronic pain medication under certain conditions. Requires the administrator of the narcotics enforcement division to develop and make available a template of a chronic pain medication agreement for use in the State. Specifies the contents of the template. Requires prescribers to establish assessments of treatment goals for each chronic pain medication agreement. Excludes certain patients and providers from the chronic pain medication agreement requirements.
Appropriates funds to the UH college of tropical agriculture and human resources cooperative extension service for one full-time ornamental plant extension agent.
Authorizes the issuance of special purpose revenue bonds to assist HPC Foods, Ltd., to fund multi-project capital improvement programs, the construction of facilities, and other processing activities. (SB1288 HD1)
Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing revolving fund to finance affordable rental housing development.
Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
