Establishes a mark licensing agreement program within the Department of Education. Authorizes the Department to register trademarks and service marks for department programs and individual department schools and enter into licensing agreements for their use. (SB1099 HD1)

Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class. Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association. Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2018 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2023. Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement. Specifies procedures for enforcement.
Appropriates funds to the department of health for the posting of care facility inspection reports on the department's website.
Requires public procurement construction bids to list subcontractors and joint contractors only for contracts of an unspecified dollar amount or more; provided that bids lacking this list may be accepted if in the State's best interest and subcontractor and joint contractor work is an unspecified per cent or less of the total bid amount. Requires insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations to provide coverage for health care services provided by a naturopathic physician. Requires the insurance commissioner to receive and investigate complaints regarding discrimination with respect to participation under a health insurance plan against any health care provider. Establishes a model project at a location selected by DLNR to designate areas for planting and growing coconut trees for Hawaiian traditional and customary gathering practices. Appropriates funds for the model project. (SB640 HD1)
Expands the authorized uses of funds collected from school impact fees to include spending on new school facilities, purchase of completed construction for school use, and improvement of existing school structures.
Clarifies the allowable and prohibited practices and training requirements for dental assistants.
Requires the Hawaii Health Authority (HHA) to submit an updated comprehensive health plan to the Legislature. Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.
