Requires the Legislative Reference Bureau to conduct a study on the feasibility of implementing the Hawaii Retirement Savings Program and to submit to the Legislature a report detailing its findings and proposals. If the results of the study are positive, a Hawaii Retirement Savings Board is established to administer the Hawaii Retirement Savings Program and the Hawaii Retirement Savings Program Administrative Fund. Requires the Board to annually report to the Governor and Legislature. Gives the Department of Budget and Finance interim rule making authority. Appropriates moneys. (SB2333 HD1)

Requires 25% of parking for certain residential multi-unit buildings and commercial buildings built after 7/1/2018 be electric vehicle charger ready. Clarifies the existing parking fee exemption for electric vehicles and specifies application at state airports. Requires the Hawaii Public Housing Authority to establish a program to offer insurance policies to landlords who rent to tenants using the Section 8 Housing Choice Voucher Program. Repeals the provision that makes claiming of the Important Agricultural Land Qualified Agricultural Cost Tax Credit contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort. Expands the definition of "qualified agricultural costs." Repeals the provision that requires the Department of Agriculture to cease certifying credits after 2017. (SB783 HD1)
Requires that all state and county agency contractors that dispose of liquid or solid waste provide a receipt that the waste was received and disposed of at a licensed facility or an appropriate farm or construction site before full payment is made for those contractual services. Allows for partial payment to be made without a receipt and prior to any dumping of waste. Prohibits alteration or falsification of receipts. (SB2337 HD1)
Prohibits the shipment of tobacco products, and the transport of tobacco products ordered or purchased through a remote sale, to anyone other than a licensee. Makes all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Amends the taxes on cigarettes and tobacco products. Increases the excise tax for each cigarette or little cigar sold, used, or possessed by a wholesaler or dealer. Increases the excise tax on the wholesale price of each article or item of tobacco products, other than large cigars, sold by the wholesaler or dealer. Establishing an electronic smoking device retailer registration unit within the Department of the Attorney General. Amends the Penal Code. Regulates the delivery and sale of electronic smoking devices to purchasers within the State. (SB2654 HD2)
