Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit amount for qualified production costs in a county with a population of 700,000 or less, provided that certain hiring criteria are met; requiring the taxpayer to verify the county of residence of local hires; and extending the repeal of the credit until January 1, 2024.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Limits initial prescriptions for opioids and benzodiazepines to a maximum of seven consecutive days.

Expands the National Board Certification Incentive Program to provide monetary incentives to school psychologists.  Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.

Repeals the requirement that passenger cars obtain a certificate of inspection.

Appropriates funds to improve the health care services related to cardiac care at Kona community hospital, including the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of care.

Establishes a Hawaii teacher stipend program to be administered by the Department of Education to address the shortage of teachers in the Hawaii public school system. Appropriates funds for the program for 2017-2018 and 2018-2019 fiscal years. (SD1)

Allows the minutes at public agency meetings to be kept by written or recorded by analog or digital means. If the minutes are recorded, requires that a written summary accompany minutes, and that the written summary include any significant actions taken by the board, including motions and votes made by the board. Requires recorded minutes to be available within ten days after the board meeting, with certain exceptions. Requires the board to maintain reasonable care of any original or duplicate recordings of minutes that are recorded by analog or digital means. Takes effect on July 1, 2050. (SD2)

Authorizes the issuance of general obligation bonds for design, plans, material, construction, and equipment for an extension of the Lahaina bypass road from north Keawe street to beyond Puukolii road.
