Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.

Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Requires the animal industry division of the department of agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Allows the animal industry division to issue permits for such purposes. Requires the animal industry division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Requires the department of health to provide respite care, paid for by the State, to operators of certain care homes.
Establishes the Alzheimer's working group to create a public health campaign for awareness of Alzheimer's disease and other related dementia. Appropriates funds.
Establishes a telework tax credit for small business employers who allow telework for at least 30% of their employees.
Appropriates funds to DHS to restore basic adult dental benefits to medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure.
Establishes an employer child care tax credit for employers who provide or sponsor approved child care. Effective 6/30/3000. (HD2)
Requires the University of Hawaiʻi, in consultation with the commission on water resource management, to develop a scope of work and cost analysis to complete a flexible groundwater model that proposes methods for determining the needs of traditional and customary Native Hawaiian practices, climate change projections, and groundwater dependent ecosystems. Requires a joint report to be submitted to the legislature by 11/1/2023. Effective 6/30/3000. (HD1)
Provides scholarships for the unmet needs of qualified students at any four-year University of Hawaiʻi campus who meet certain eligibility criteria. Appropriates funds for the Hawaiʻi promise program.
