RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance from $50 to an unspecified amount. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Appropriate funds. Effective 6/30/3000. (HD1)

RELATING TO HEALTH.

Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.

RELATING TO PUBLIC EDUCATION.

Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions.
