RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires each purchasing agency to provide justification for hiring external consultants. Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount. Requires annual reports to the Legislature. Requires the Compliance Audit Unit within the Office of the Auditor to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance. Establishes exceptions. Requires each chief procurement officer to ensure that inherent government functions are not delegated to a contractor. Effective 1/1/2525. (SD2)

RELATING TO REAL ESTATE.

Prohibits real estate brokers from listing or offering the sale or lease of residential real estate to a limited or exclusive group of prospective buyers, real estate brokers, or real estate salespersons, with limited exceptions. Deems the practice an unfair or deceptive trade or practice subject to penalties and grounds for discipline. Effective 7/1/2050. (SD1)

RELATING TO BUDGET-RELATED REPORTS.

Requires the Governor to ensure that the Governor's program memoranda and variance reports accurately reflect the current responsibilities of certain state programs, address the current and future needs of the State, and align with budget-related submittals.

RELATING TO VEHICLE TITLES.

Requires the county Director of Finance to issue a temporary, three-year title to an applicant in cases where no prior title exists, the prior owner is unable to provide one, or the Director is otherwise not satisfied as to the ownership of the vehicle. Requires the applicant to provide a surety bond and certain documentation to the Director. Allows for a right of action against the surety bond and temporary title. Requires the temporary title to convert to a full title after three years unless a suit has been instituted against the temporary title.

RELATING TO AQUACULTURE DEVELOPMENT.

Requires the Department of Agriculture and Biosecurity to: (1) Establish a four-year Restorative Aquaculture Development Program to reduce aquaculture permit processing time, support aquaculture infrastructure expansion, increase the aquaculture workforce, and pursue federal aquaculture grants; (2) Establish three pilot demonstration sites for restorative aquaculture; and (3) Convene a Restorative Aquaculture Advisory Council. RELATING TO THE HAWAII INVASIVE SPECIES COUNCIL.

Establishes the position of the Hawaii Invasive Species Council Executive Director. Appropriates funds to the Department of Land and Natural Resources, rather than the Department of Agriculture and Biosecurity, for the HISC for fiscal year 2026-2027. RELATING TO HEALTH CARE.

Establishes a broad definition of "qualified health care provider" in numerous areas of existing law. Clarifies and standardizes references to specific health care providers. Updates outdated language to reflect correct terminology. Makes numerous clarifying and conforming amendments to support these changes, including but not limited to chapters related to health, education, insurance, professions and vocations, the pain patient's bill of rights, the Uniform Probate Code, minors, the Child Protective Act, and the Penal Code. Repeals the obsolete Hawaii Health Corps. Effective 1/30/2050. Implementation effective 7/1/2028. (SD1)

RELATING TO INVASIVE SPECIES.

Clarifies that the importation of any item or material infested or infected with an insect or other animal, disease, or pest is prohibited. Requires the Department of Agriculture and Biosecurity to adopt rules to designate certain restricted articles to require a compliance agreement prior to importation. Clarifies that the State is not responsible for any economic loss or damages related to any actions by the Department under chapter 150A, Hawaii Revised Statutes. Authorizes the Department to administratively inspect any article imported or moved into the State from the continental United States or between the islands of the State. Authorizes the Department to compel the quarantine of certain non-agricultural items or materials. Allows for certain interim rules adopted by the Department to be effective for up to two years. Clarifies penalties for various quarantine and import law violations. Appropriates funds to establish one full-time equivalent position within the Department to assist the Plant Industry Division Administrator in drafting, reviewing, and updating certain administrative rules. Effective 7/1/2050. (SD1)

RELATING TO PERSONAL INFORMATION.

Prohibits government entities from making personal information publicly accessible through a publicly accessible information system or publicly accessible source of information, except under certain conditions. Allows individuals who reasonably believe their personal information is publicly accessible through a government entity's publicly accessible information system or publicly accessible source of information to submit a written notice to the entity to require corrective action. Establishes a cause of action to compel compliance. Establishes statutory penalties for intentional noncompliance. Requires government entities to adopt and implement policies and procedures to prevent personal information from being publicly accessible. Requires government entities that own, license, maintain, use, collect, or possess personal information to implement and maintain certain reasonable security procedures and practices to protect the personal information. Requires government entities to provide notice to individuals in the case of a breach of a security system protecting personal information. Requires government entities to submit an annual report to the Legislature. Effective 1/1/2525. (SD1)
