Establishes a dam and reservoir working group to ensure and enhance the continued availability and operation of dams and reservoirs in the State and consider their role in drought mitigation and the maintenance of a dependable water supply. Appropriates funds. Effective 6/30/3000. (HD1)
Requires the judiciary to establish a uniform procedure for adjusting payments and partner with other state agencies for ability to pay determinations. Sets the community service conversion rate for certain monetary penalties. Appropriates funds to develop a legal financial obligation calculator.
Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaiʻi, to begin with the 2024 general election year. Requires the Campaign Spending Commission to submit a report to the Legislature. Appropriates funds.
Adopts the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act. Repeals the superseded Uniform Guardianship and Protective Proceedings Act.
Requires the Hawaiʻi Housing Finance and Development Corporation to follow all applicable statutes and other requirements when developing properties that conflict with a community transitoriented development plan.
Requires the department of education to fully implement the farm to school program and farm to school meals program by the 20242025 school year. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Establishes a GET exemption for the gross proceeds from the sale of machinery, fuel, chemicals, seed, huli, animals, or feed to a qualified farmer and directly related to the qualified farmer's kalo farming operations. Effective 6/30/3000. (HD1)
Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. Appropriates funds for the establishment of a position dedicated to financial literacy within the department of education. Effective 6/30/3000. (HD1)
