RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Before the transfer of non-agricultural park lands, authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources related to the establishment of necessary and reasonable easements upon the lands. Amends legislative findings regarding non-agricultural park lands. Requires the Department of Agriculture to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the Department of Agriculture, prior to offering a lease, to inquire with the Department of Land and Natural Resources regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Continue to require the lessee to maintain a conservation plan. Requires approval from the Board of Land and Natural Resources and the Board of Agriculture before removing pasture lands for reforestation, or other public purposes.

RELATING TO SECURITY DEPOSITS.

Requires a landlord to accept either rental security insurance or security deposit installment payments in lieu of a traditional security deposit, upon a tenant's request.

RELATING TO GAMBLING.

Provides that a defendant may not assert social gambling as an affirmative defense if the gambling activity occurred at the defendant's residence and gambling activities have resulted in multiple recent documented noise complaints.

RELATING TO VEGETATION MANAGEMENT NEAR UTILITY LINES.

Requires the Department of Land and Natural Resources to create and annually update a wildfire hazard map. Requires private and public property owners to trim grasses within certain proximities of public rights of way and utility lines. Authorizes electric utility companies to enter private or public property to trim or remove hazardous vegetation. Protects electric utility companies from liability for certain damages to other vegetation and property caused during the removal of hazardous vegetation. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission to the Department of Business, Economic Development, and Tourism. Repeals the State Foundation on Culture and the Arts Commission. Requires the Governor to select the Executive Director of the State Foundation on Culture and the Arts, with the advice and consent of the Senate.

RELATING TO REMOTE WORK.

Requires the Department of Human Resources Development to: (1) conduct a remote work study; (2) review any recent remote work studies done by the counties; (3) develop and administer a remote work program; and (4) submit the study to the Legislature prior to the convening of the Regular Session of 2025. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
