Provides scholarships for the unmet needs of qualified students at any four-year University of Hawaii campus who meet certain eligibility criteria. Appropriates funds for the Hawaii promise program.
Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser. Reduces, then later exempts, the tax collected for the sale of nonprescription drugs.
Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Appropriates funds from the natural resource management special fund for the purposes of the fund and administrative, office, and staffing expenses.
Establishes the offense of loitering on public property and adds trespassing on public property to the offense of criminal trespass in the first degree. Establishes the homeless case management program and special fund, administered by the judiciary for the benefit of homeless persons.
Requires the department of business, economic development, and tourism to establish and maintain a statewide data hub to collect employer and employee data. Authorizes the department of business, economic development, and tourism to determine the type of employer and employee data to collect, the functions of the statewide data hub, and access and document retention policies for the data. Appropriates funds.
Permits the use of a vehicle for the purposes of human habitation in any public parking lot operated by a state department, subject to certain conditions.
Beginning January 1, 2024, increases the tip credit to be twenty per cent of the minimum wage.
Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2024 general election year. Requires the Campaign Spending Commission to submit a report to the Legislature. Appropriates funds.
Beginning on January 1, 2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions.
Establishes a landlord low-income tenant tax credit.
