Exempts state and county lands leased after July 1, 2025, for an initial period of no less than ninety-nine years from state law governing residential leaseholds. Effective 7/1/3000. (HD1)
Establishes the Supportive Housing Special Fund. Restructures the conveyance tax to a marginal rate system and adjusts the tax for multifamily properties to reflect value on a per-unit basis. Allocates revenues from conveyance tax collections to the Supportive Housing Special Fund. Allocates a portion of conveyance tax collections to the Dwelling Unit Revolving Fund to fund infrastructure programs in county-designated transit-oriented development areas that meet minimum standards of transit-supportive density. Authorizes a county planning commission, by special permit, to permit land uses exclusively providing residential housing for purposes of agricultural workforce housing, long-term rental, or workforce fee simple ownership in an agricultural district, under certain conditions. Amends the minimum monthly guaranteed compensation an individual must earn to be exempt from certain wage and hour requirements. Requires the minimum wage to increase to $18.00 per hour beginning 1/1/2027, instead of 1/1/2028. Increases the minimum wage on 1/1/2028, 1/1/2029, and 1/1/2030. Prohibits tipped employees from being paid less than the minimum wage.
Requires and appropriates funds for the Hawaii Emergency Management Agency to establish a Central Oahu Care Home Community Resilience Pilot Program to assist eligible care home facilities to implement structural and operational resilience improvements. Requires a report to the Legislature.
Requires the Department of Human Services to provide Medicaid and Medicare part D prescription drug program recipients with coverage of glucagon-like peptide-1 (GLP-1) drugs for weight loss. Appropriates funds.
Establishes the Warehouse Worker Protection Act. Requires certain warehouse employers to provide written descriptions of quotas to employees and maintain records of quotas and employee work speed data. Protects employees from quotas that would prevent compliance with meal or rest periods or the use of bathroom facilities. Allows employees to request a written description of their quota and employee work speed data. Requires the Director of Labor and Industrial Relations to adopt rules to implement the provisions of the Act.
Appropriates funds for the Department of Human Services to contract with one or more organizations specializing in domestic violence to provide training and on-site staff in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case.
Authorizes the Department of Land and Natural Resources to extend the term by thirty years of any lease covering a non-agricultural park no greater than twenty-five acres and with fewer than fifteen years remaining in the term.
