Requires the Department of Health to establish and implement a program to improve and increase support for emergency medical services in the State. Requires the Department of Health to submit reports to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Includes certain spirts-based beverages in the definition of cooler beverage. Establishes a separate tax rate for qualified small brewers.
Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility in certain circumstances. Establishes fines.
Requires the Department of Agriculture to conduct a market analysis study to identify the optimum mix of private sector, public sector, and philanthropic funding sources and mechanisms needed to support blue carbon ecosystem projects in the State and Pacific region. Makes an appropriation.
Prohibits purposeful harassment with the intent to prevent the taking of fish by persons who are fishing in state waters.
Requires the Department of Education to include the teaching of behavioral health, including mental health wellness, in grades kindergarten through twelve.
Directs the Legislative Reference Bureau to propose and conduct a study of a housing savings account system. Authorizes the Legislative Reference Bureau to contract for services to develop the proposed system and program and conduct a study. Makes an appropriation.
Beginning with the 2026-2027 school year, requires each public school and public charter school in the State to employ, or retain under contract, at least one mental health professional for every two hundred fifty students enrolled, subject to certain conditions. Requires the Department of Education to submit a progress report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025. Appropriates funds for the Department of Education to contract for mental health professionals and to establish an unspecified number of full-time equivalent mental health professional positions within the Department of Education.
Requires the Board of Education, in collaboration with the University of Hawaiʻi, to develop a Hawaiian Language Medium Education Kindergarten Entry Assessment to be administered by the Department of Education, beginning with the 2026-2027 school year.
Authorizes any candidate committee, under certain circumstances, to expend campaign funds to purchase a ticket for a candidate to attend a nonprofit organization's event.
