For taxable years beginning after 12/31/2025, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers. Creates a framework for the licensure of rural emergency hospitals by the Department of Health. Provides for the continuation of Medicaid policy protections for hospitals transitioning to a rural emergency hospital designation.
Requires and appropriates funds for the Department of Business, Economic Development, and Tourism to establish an out-of-state office in the Philippines. Effective 7/1/2050. (SD1)
Authorizes a person intoxicated by alcohol, under the influence of drugs, or incapacitated by substances, including a minor, to voluntarily admit themself to a psychiatric facility or a behavioral health crisis center for an emergency evaluation to determine need for treatment.
Permanently increases the state earned income tax credit to fifty per cent of the federal earned income tax credit. Applies to taxable years beginning after 12/31/2024.
Requires employers to provide employees with written notice of the employee's shift schedule at least ten calendar days before the employee is scheduled to work, under certain circumstances. Requires certain employers to pay their employees twice as much as their regular rate of pay for time worked when their shift schedule was not timely given.
Requires the Board of Agriculture to define the terms "bona fide farmer" and "bona fide agricultural activity". Requires a report to the Legislature. (SD1)
Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care. Appropriates funds.
Requires the Department of Human Resources Development to allow other executive branch departments to select applicants for civil service positions from the applicant pool for initial screening.
Requires graduates of the University of Hawaii John A. Burns School of Medicine who have paid in-state tuition to serve as a physician in the State for at least 2 years following their medical residency or fellowship. Begins with the class of 2029. Effective 7/31/2050. (SD1)
