By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Effective 7/1/3000. (HD1)
Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of filing complaints and engaging in certain security and perpetual care activities for the cemetery. Requires an appointed limited owner of a cemetery to submit annual progress reports to the Department of Commerce and Consumer Affairs. Takes effect 7/1/2040. (SD1)
Prohibits a landlord from renting or leasing, or offering to rent or lease, a dwelling unit in a rent-controlled county at a rate that exceeds the rate established by resolution adopted by the appropriate county council, subject to certain exceptions. Applies to any county having a population greater than 120,000 but less than 180,000. Repeals 7/1/2029. Takes effect 7/1/2030. (SD2)
Requires the Department of Accounting and General Services to develop or license cloud-based software for use by each state department or agency to track the status of its capital improvement projects and provide training for the software. Requires each department or agency to use the software to track the status of its capital improvement projects. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 7/1/2050. (SD1)
Requires the Hawaiʻi Employer-Union Health Benefits Trust Fund base composite monthly contribution to be adjusted annually beginning 1/1/2025 by increasing the contribution in effect on 1/1/2024 by 5.2 per cent, and thereafter based on the changes in Medicare part B premiums for the previous plan year.
Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multi-state licensure privilege in each party state, effective 1/1/2026. Beginning 1/1/2026, allows the State Board of Nursing to charge different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State. Takes effect 7/1/2040. (SD2)
Designates certain snail species as official state snails.
Allows the construction of multi-family dwelling units on any lot within certain designated county zoning districts, subject to reasonable standards adopted by each county. Takes effect 4/14/2112. (SD2)
