RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, and there is a sign giving notice of the closure. Effective 6/30/3000. (HD2)

RELATING TO GOVERNMENT.

Requires that travel reports submitted by state employees, officers, or other representatives of state departments or agencies, in connection with out-of-state or intra-state travel for purposes of official state business, be made available for public review on the Comptroller's website, subject to certain exceptions. RELATING TO CORRECTIONS.

Requires the Department of Corrections and Rehabilitation (DCR) to establish a one-year pilot program to allow inmates incarcerated at the Women's Community Correctional Center to foster pets while incarcerated. Requires DCR to submit a report to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO UNLICENSED CONTRACTORS.

Authorizes the imposition of a penalty for unlicensed individuals performing certain work that requires a contractor license, including the offering or performing of repairs or improvements to existing structures and property and tearing down or rebuilding structures and property that were damaged or destroyed due to a natural disaster. RELATING TO EVICTION MEDIATION.

RELATING TO HAWAIIAN HOME LANDS.

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waiting list for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be native Hawaiian, as that term is defined in the Hawaiian Homes Commission Act. RELATING TO EDUCATION.

Authorizes the Department of Health to require the Department of Education to report coronavirus disease 2019 potential outbreaks or other public health emergencies and related information in a manner most appropriate to public health and safety, as determined by the Department of Health. Repeals the requirement to publish the report on the Department of Education's website. Prohibits the Department of Health from requiring the Department of Education to provide personally identifiable information in any report pursuant to the federal Family Educational Rights and Privacy Act. Authorizes the Department of Education to provide personally identifiable information only after it has determined that a health or safety emergency exists. Effective 7/1/3000. (HD1)
