Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties. Requires a taxicab driver or transportation network company driver to report their issued tax identification number to the Department of Taxation, to be compiled in a list and updated on a semi-annual basis. Authorizes a county that has established a county surcharge on state tax for a limited time period, with the surcharge to be effective until 12/31/2057, if adopted. Requires counties that have not established a surcharge to adopt an ordinance to establish a surcharge prior to 7/1/2018. Requires counties with a population greater than five hundred thousand that have adopted a county surcharge to have the appropriate mass transit agency to report to the Legislature. Provides that the State shall retain an unspecified portion of surcharge. Directs the head of each state department or agency to convey title of all disputed highways the respective county. Requires each county to take ownership and jurisdiction over all roads over which there is a dispute over ownership between the State or any of its political subdivisions and a private party. Clarifies the telecommunication exemptions to include small wireless and wireline facilities. Repeals and codifies in the Hawaii Revised Statutes provisions of Act 151, SLH 2011, that are permanent and general. Expands the definition of "wireless communications" antennas to include small wireless or wireline facilities. (HB624 HD1)
Establishes a five-year moratorium on county permit approvals for a project in or within one mile of a transit-oriented development area if the developer substitutes any requirement for the provision of affordable housing with the payment of a fee.
Authorizes general obligation bonds and appropriates funds to the Department of Agriculture for the decommissioning and relocation of the animal quarantine station in Halawa Valley. (HB167 HD1)

Requires the Hawaii Interagency Council on Homelessness, in conjunction with and with the advisement of the Department of Human Services and Department of Land and Natural Resources, to establish a working group to examine and develop recommendations related to the establishment of safe zones for persons experiencing homelessness.
