Requires parking placards for disabled persons to bear the disabled person's photograph and prominently display its expiration date. Establishes a penalty for using a placard after the death of the person to whom the placard was issued.

Appropriates funds to the Department of Human Services for the coordinated statewide homeless initiative, subject to certain conditions. Takes effect 7/1/2030. (SD1)
Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of other examinations substantively similar to ADEX and dental licensure in another state, along with other qualifications.
Establishes requirements for gerontologist licensure beginning on 7/1/2018.

Changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene (Board). Beginning on 7/1/2018, changes the Board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Allows neighbor island Board members to attend meetings via teleconference. Requires the Board to develop conflict of interest policies for Board member participation with dental examination companies and to submit a report to the Legislature prior to the 2018 Regular Session on the status of the policy.
Allows the family court to award a grandparent, upon petition to the court, custody rights to a minor child, and establishes criteria to obtain such custody. Adds criteria regarding the award by the family court of grandparent visitation rights to a minor child. (HB435 HD1)
Appropriates funds to the Department of Health for one full-time equivalent Fall Prevention and Early Detection Coordinator position, which was established by Act 153, Session Laws of Hawaii 2014. (HB614 HD1)
Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
Appropriates funds for the purchase and operational costs of one ambulance unit for the Honolulu Emergency Medical Services division of the City and County of Honolulu Department of Emergency Services for use in Ewa Beach. Appropriates additional funds for rent and other associated costs for an emergency medical services station in Ewa Beach.
