Creates the state transit fund. Raises the rental motor vehicle surcharge tax to $ per day, and deposits one-half of the revenues into the state transit fund and the other half into the state highway fund for distribution to the counties. Requires the counties to use the surcharge tax revenue for new or expanded county public transit and private shuttle programs. Requires annual reports from the counties.
Appropriates funds to the Hawaii Internet Crimes Against Children Task Force. Requires the Task Force to submit a report to the Legislature.
Provides that transient accommodations tax is imposed on gross proceeds collected from a customer whether the customer booked a room directly through a hotel or through an online travel company.
Authorizes the establishment of the Hawaii airports corporation within the department of transportation for administrative purposes. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airports corporation by the established transfer completion date agreed upon by Hawaii airports corporation, the director of transportation, and the governor, which shall be no later than July 1, 2021.
Requires the Department of Transportation to adopt rules to allow for the reconstruction of vehicles to use solid axles.
Prohibits heavy trucks from driving in the left-most lane of an interstate freeway except when there is a traffic accident or emergency road situation, in an unsafe area, or where there is a single-lane highway.
Transfers 50% and 100% of all fines and forfeitures collected for uncontested traffic infractions to the counties beginning July 1, 2019, to June 30, 2020, and from July 1, 2020, respectively.
Establishes an automatic voter registration system in Hawaii by allowing all applicants for a driver's license, provisional license, instruction permit, or civil identification card to either clearly decline to register to vote or fill out the voter affidavit on their application at the time their application is processed.
Establishes a task force regarding public access to beaches. Requires a report to the Legislature.
