RELATING TO PLANNED COMMUNITIES.

Requires the owner of any parcel of land included within a planned community master plan that is proposed for sale and intended to be used for a purpose other than as proposed in the planned community master plan, to inform each owner of a unit in the planned community, and all neighborhood boards and legislators representing the area in which the parcel of land is located in writing of the proposed sale and of the intended use of the parcel no later than ninety days before the sale of the land. Takes effect on 7/1/2050. (SD1)

RELATING TO SUSTAINABILITY.

Renames the office of planning as the office of planning and sustainability and incorporates sustainability into the duties and responsibilities of the office to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies. RELATING TO FERAL CATS.

Allows a nonprofit animal care or rescue group to register and oversee caregivers of free-roaming cats. Exempts registered caregivers of free-roaming cats from state laws and county ordinances relating to the feeding and confinement of cats. Establishes a trap-sterilize-return-manage process. Takes effect on 1/1/2018. Repeals on 12/31/2022. (SD1)

RELATING TO SUBSTANCE ABUSE TREATMENT.

Appropriates moneys for Department of Health to fund substance abuse treatment programs relating to persons with multiple chronic conditions, a centralized referral system, case management programs, and a peer mentoring or coaching program. (HB2611 HD1)

RELATING TO WATER.

Establishes a working group within the department of the attorney general to assess the viability and constitutionality of using tax increment financing on the county level as a means of incentivizing water-related infrastructure projects and other projects to protect water resources in the State. RELATING TO TRANSPORTATION.

Authorizes the issuance of general obligation bonds for the designs, plans, materials, construction, and equipment for three capital improvement projects in the H-1 corridor: the widening of Kualaka‘i Parkway to Waiawa Interchange; the widening of Wahiawa Interchange to Halawa Interchange; and modifications to the Fort Weaver/Kunia Road ramp.
