Establishes the teacher home assistance program within HHFDC to provide housing vouchers to full-time DOE teachers (including public charter school teachers) who teach in hard-to-fill schools and whose household income does not exceed eighty percent of the area's median income. (HB649 HD1)

Allows authorized emergency vehicles, including fire department vehicles, discretion to use either authorized audible or visual signals when responding to an emergency. Requires vehicles to yield to an authorized emergency vehicle using either an audible or visual signal.

Establishes the Teacher Home Assistance Program to be administered by the Hawaii Housing Finance and Development Corporation to provide housing vouchers to certain teachers who are employed by the Department of Education and commit to teach at hard-to-fill schools and charter schools for no less than five years.
Requires any person who charges any fee for the use of a private street that has been continuously used by the general public for a period of not less than six months to be responsible for the costs to conform and maintain the private street to county standards.
Prohibits operating a motor scooter within the pedestrian mall that abuts the grounds of the State Capitol and Iolani Palace. Appropriates funds to develop the pedestrian mall. Directs DAGS, DOT, DLNR to develop a long-term development plan for the pedestrian mall. Appropriates funds for the expansion and development of a paved walkway and a bike lane. Effective 7/1/2050.
