RELATING TO LEASES.

Requires as a condition precedent for any valid withdrawal of lands out of pasture leases for reforestation purposes that the division of forestry and wildlife submit a funded action plan detailing the planned reforestation process for those lands and that the withdrawal be approved by the board of land and natural resources. RELATING TO HEALTH.

Clarifies the group of professionals who are prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals the landlord exclusion. Requires the department of health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities. Effective 7/1/2060. (HD2)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State. Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification. Requires the department of transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license. Effective 1/1/2050. RELATING TO DRIVER'S LICENSES.

RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

Establishes a stipend program to be administered by DOE for students enrolled in a teacher education program at UH and who agree to teach in the public school system for five years. Establishes a similar stipend program to be administered by the state public charter school commission for students enrolled in a teacher education program at UH and who agree to teach in a public charter school for five years. Gives preference to teachers who choose to teach in a Hawaiian immersion school. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program for kupuna to be administered by the Hawaii public housing authority for individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO FILM INFRASTRUCTURE TAX CREDIT.

Creates a nonrefundable twenty percent film infrastructure tax credit. Requires that the film infrastructure project must spend an unspecified amount on buildings, facilities, or installations. Caps the credit at an unspecified amount per year. Effective 10/18/2050. (HD1)
