Allows cases within the jurisdiction of the Intermediate Court of Appeals that involve a family court judgment, order, or decree affecting the custody of a child or minor to be transferred to the Supreme Court.

Establishes an exemption from applicable county permit requirements for repetitive construction projects for facilities under the control of the Department of Education, University of Hawaii, or School Facilities Authority.
Removes the requirement that water common carriers secure prior approval of the Public Utilities Commission to enter into long term leases of more than three years and leverage leases.
Increases the percentage of the Land Conservation Fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund. Increases the maximum dollar amount of the conveyance tax distribution to the Land Conservation Fund. Appropriates funds from the Land Conservation Fund for the resource land acquisition.
Prohibits golf carts from operating at a speed greater than twenty-five miles per hour. Prohibits neighborhood electric vehicles and golf carts from being driven on highways with a posted speed limit greater than twenty-five miles, except for crossing an intersection at a highway with a posted speed limit greater than twenty-five miles. Restricts operation of neighborhood electric vehicles or golf carts to daylight hours unless the vehicle is equipped with headlights. Authorizes county police departments to confiscate neighborhood electric vehicles or golf carts at the time of violation.
Authorizes the counties to adopt an ordinance regulating the operation of hosting platforms that provide booking services for transient accommodation operators.
Makes permanent the existing exemption for birth attendants to continue to practice without a license, under certain conditions. Expands qualifications for licensure to include the North American Registry of Midwives portfolio evaluation process.
Establishes a list of substances allowed for use as pesticides and fertilizers on state and county property. Provides that the use of substances not specifically allowed as pesticides and fertilizers on state property and county property is prohibited, unless certain exceptions, a waiver, or exemption apply. Requires a state department or agency seeking a waiver to apply to the department of agriculture.
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events.
Requires that income tax credits established or renewed after 12/31/2023 include a five-year sunset or an annual one-third reduction beginning with the sixth year of the credit.
