Reduces and eliminates the general excise tax for the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children over a four-year period. Reduces and eliminates the general excise tax for the sale of nonprescription drugs, medical supplies, and durable medical equipment over a four-year period.
Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the Legislature may authorize the Counties to issue tax increment bonds.
Authorizes state facilities to wheel electricity that is produced by their own facility from renewable energy sources to another state facility pursuant to administrative rules established by the Public Utilities Commission. Requires a report by the Public Utilities Commission.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.
Increases fines that may be assessed against certain fireworks-related violations.
Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar easement to record that easement by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.
Amends the definition of "wages" to include the payment of any paid time off or personal time off, holiday, sick, or vacation pay earned and payable in accordance with the terms of an employer's policy or a written agreement with the employer.
Specifies, in the State Water Code, that fire safety use is a beneficial use of fresh water. Requires the Department of Land and Natural Resources, in consultation with the Hawaii Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes.
Establishes the Kupuna Rural Health Care Pilot Program within the Executive Office on Aging of the Department of Health to improve access to care in rural areas of Hawaii County and expand broadband internet access, provide at-home visits, and ground transportation for in-person health care services. Requires a report to the Legislature. Appropriates funds.
