RELATING TO THE MORTGAGE INTEREST DEDUCTION.

Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires the Department of Taxation to calculate the savings and report the revenue gained to the Director of Finance by September 1 of each year.

MAKING AN APPROPRIATION TO IMPLEMENT THE RECOMMENDATIONS OF THE TASK FORCE ON MOBILITY MANAGEMENT, ESTABLISHED PURSUANT TO ACT 214, SESSION LAWS OF HAWAII 2013.

Makes an appropriation to the Department of Transportation to implement the recommendations of the statewide Mobility Management Task Force, established pursuant to Act 214, Session Laws of Hawaii 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups. RELATING TO WAIAHOLE VALLEY.

Requires the Hawaii Housing Finance and Development Corporation to report to the Legislature on the progress and ultimate outcome of the ongoing lease rent renegotiations and to recommend whether the management duties for the valley should be transferred from the Hawaii Housing Finance and Development Corporation to a different state entity. RELATING TO WATER CATCHMENT SYSTEMS.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2025 and dissolve on June 30, 2025. Effective 12/31/2050. (SD1)

RELATING TO AMBULANCES.

Appropriates funds to the Department of Health to purchase one advanced life support ambulance to be based on the island of Molokai, and related equipment, and pay related personnel costs for state-certified emergency medical services personnel. (SD1)

RELATING TO ACUPUNCTURE.

Makes comprehensive updates to chapter 436E, Hawaii Revised Statutes, regarding acupuncture practitioners to reflect modernized scopes of practice, titles, and licensing and renewal requirements. Authorizes the Board of Acupuncture to establish an alternative pathway for physician licensure in acupuncture. Beginning with the renewal for the licensing biennium commencing 7/1/2025, requires licensees to obtain thirty hours of continuing education per licensing biennium. Appropriates funds to the Department of Commerce and Consumer Affairs to update the Professional and Vocational Licensing Division's internal database. Effective 12/31/2050. (SD1)
