RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program and shipping container inspection program special fund. Amends the definitions of "aerial devices" and "fireworks" within state fireworks law. Requires reports to the Legislature on implementation of the Shipping Container Inspection Program. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO AFFORDABLE HOUSING.

Requires that Hawaii Housing Finance and Development Corporation housing projects include a restrictive covenant that states that the units designated as affordable housing, as described in the submitted project application, shall remain as affordable housing in perpetuity. Effective 7/1/2050. (SD2)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office and for certain construction costs for the development of Kukaniloko. Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Effective 7/1/2050. (SD2)

RELATING TO BURIAL SITES.

Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO SHORT-TERM RENTALS.

Prohibits bans on dwelling unit rentals having a term between one and five months for inter-island relocations and temporary workers. Authorizes county councils to adopt any ordinances necessary to implement the prohibition by 6/30/2024.

RELATING TO SPECIAL MANAGEMENT AREAS.

Establishes additional exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities. Repeals the 7,500 square foot threshold for single-family residence and authorizes the counties to further define single-family residence by ordinance for purposes of "development". RELATING TO TELEHEALTH.

Temporarily allows for the reimbursement of services provided through telehealth via an interactive telecommunications system and two-way, real-time audio-only communications in certain circumstances. Defines "interactive telecommunications system". Effective 12/31/2050. Repeals 12/31/2025. (SD2)

RELATING TO INCOME.

Requires the Department of Labor and Industrial Relations to submit an annual report on the enforcement of the wage and hour law in the State to the Legislature. Requires the Director of Labor and Industrial Relations to establish: (1) investigation standards that protect the identity of an employee who files a complaint with the Wage Standards Division to report any wage and hour violations by their employer; and (2) an education program for employees and employers on federal and state wage and hour laws, including tip credit and prohibitions against employer retaliation. RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Before the transfer of non-agricultural park lands, authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources related to the establishment of necessary and reasonable easements upon the lands. Amends legislative findings regarding non-agricultural park lands. Requires the Department of Agriculture to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the Department of Agriculture, prior to offering a lease, to inquire with the Department of Land and Natural Resources regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Continue to require the lessee to maintain a conservation plan. Requires approval from the Board of Land and Natural Resources and the Board of Agriculture before removing pasture lands for reforestation, or other public purposes. Effective 7/1/2050. (SD1)

RELATING TO HOUSING SAVINGS ACCOUNTS.

Directs the Legislative Reference Bureau to propose and conduct a study of a housing savings account system. Authorizes the Legislative Reference Bureau to contract for services to develop the proposed system and program and conduct a study. Appropriates funds. Effective 7/1/2050. (SD2)
