RELATING TO COMMERCIAL FISHING.

Authorizes the Department of Land and Natural Resources to establish limited-entry commercial fisheries for fisheries that are not subject to federal fisheries regulations, when appropriate or necessary to ensure sustainable fisheries for two species of fish -- uhu and kala. Requires the Department to obtain community feedback and report annually to the Legislature. Sunsets 6/30/2028. Effective 6/30/3000. (HD1)

RELATING TO DISABILITY HEALTH DISPARITY.

Requires the State Council on Developmental Disabilities to submit a report to the Legislature prior to the convening of the Regular Session of 2025 focused on the health disparities experienced by persons in the State with developmental or intellectual disabilities. RELATING TO FIRE PREVENTION.

Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the sustainable food systems working group within the department of agriculture. Requires the working group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the legislature. Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the department of agriculture. RELATING TO HOUSING.

Authorizes the counties to promote certain labor standards through zoning ordinances. Includes off-site construction of a public work project for purposes of the State's prevailing wage requirements. Allows certain affordable rental housing projects to receive a waiver of county property taxes and various county development fees. Requires that all orders from the governor to set aside public lands for the development of affordable housing projects contain a provision that the construction of the development be subject to the State's prevailing wage requirements. Amends the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing approved or certified by the Hawaii Housing Finance and Development Corporation. RELATING TO TELECOMMUNICATION.

RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION.

Requires the Department of Education to develop and implement a School Meal Subsidy Program to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the federal Free and Reduced Price Lunch Program, subject to income eligibility.
