Requires generally that the expenditure of public moneys for any improvement to land not owned or leased by the State must be appropriated by the legislature for that specific purpose and include a declaration in the same act of the public purpose regarding the appropriation of the public moneys. Provides that any expenditure of public moneys for the improvement to land not owned or leased by the State and involving natural or cultural resource management or a state grant is unauthorized unless the expending agency approves a restrictive covenant that acknowledges the State's right to receive compensation for its expenditure if the improvement to the land is abandoned or not completed. Requires the recipient of the appropriation or grant to file and execute the restrictive covenant. Effective 6/30/3000. (HD1)
Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.
Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Beginning with fiscal year 2025-2026 and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget. Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office and for certain construction costs for the development of Kukaniloko. Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.
Expands the definition of "beer" under the State's liquor tax and liquor regulatory laws, to specify that the term includes an alcohol by volume of no less than 0.5 per cent and alcohol seltzer beverages, but excludes certain other forms of distillation.
Authorizes supplemental categorical funding for remote schools. Appropriates funds.
Requires the Board of Education to include in its curriculum a unit of instruction studying the events of Asian American history. Requires the Superintendent of Education to prepare and make available to all school complex areas instructional material that shall be the guidelines for development of the Asian American history education in each school and monitor compliance. Requires that each school complex area determines the minimum amount of instructional time that qualifies as a unit of instruction in Asian American history. Requires Asian American history to be taught in each public school commencing the 2023-2024 school year.
