Prohibits the State or any of its branches, political subdivisions, or agencies from requiring a bachelor's degree as a condition of eligibility for hire to a position in state employment. Establishes exemptions.

Establishes the Hawaiʻi Age-Appropriate Design Code to promote privacy protections for children and ensure that online products, services, or features that are likely to be accessed by children are designed in a manner that recognizes the distinct needs of children at different age ranges. Establishes a Children's Data Protection Working Group, administratively attached to the Department of the Attorney General, to assess and develop recommendations on the best practices for the implementation of the Hawaiʻi Age-Appropriate Design Code. Establishes the Consumer Privacy Special Fund. Establishes penalties.
Specifies that the Labor Education Advisory Council shall be advisory to the President of the University of Hawaiʻi on all activities and programs of the Center for Labor Education and Research. Requires written responses addressing the Council's advice and adoption of resolutions by the President and Chancellor of the University of Hawaiʻi, West Oahu campus. (SD1)

Requires each county board of water supply or water board to prioritize the sustainable recharge of aquifers, ensure the health of watersheds, and, when allocating water for new development, prioritize the development of affordable housing over other types of development. Provides that these requirements shall not be construed to affect allocations of water for agricultural purposes or developments under the Hawaiian Homes Commission Act, 1920, as amended.
Requires the Chairperson of the Board of Agriculture or their designee to annually notify all irrigation users by mail and conduct in-person visits on procedures to remove unused irrigation system water meters and stop acreage assessments. By an unspecified date, requires the Board of Agriculture to amend its administrative rules to require the Department of Agriculture to: maintain an active record of land occupiers within the boundaries of an irrigation district that have not applied for water service or water service connections as prospective consumers and have not drawn water without authorization; immediately discontinue service to a land occupier for non-use if there are no water toll charges for a period of more than two years; maintain records of all weir, water meter, and water flow measuring instrument readings taken; make individualized reading records available to land occupiers upon request; provide written notice to land occupiers whenever a weir, water meter, or water flow measuring instrument is removed by the Department for any reason and to cease any associated water toll charges and acreage assessments; establish a formal process for certain land occupiers to contest erroneous water toll charges and acreage assessments; and establish a formal process for land occupiers with outstanding water toll charges and acreage assessments to enter into a reasonable payment plan with the Department.
