RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the County of Hawaiʻi to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaiʻi. Conditions the appropriations on the County of Hawaiʻi's contribution of matching funds. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO HISTORIC PRESERVATION.

Appropriates funds for the establishment of four full-time equivalent (4.0 FTE) archaeologist positions and one full-time equivalent (1.0 FTE) historic preservation specialist position within the State Historic Preservation Division; provided that the State Historic Preservation Division collaborates with the Department of Accounting and General Services. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2112. (SD1)

RELATING TO ENERGY.

By 8/1/24, requires the Public Utilities Commission to open a docket and set a procedural schedule to determine whether and by which rules the Department of Accounting and General Services may engage in wheeling of electricity that is produced by renewable energy sources from their own facilities over existing transmission lines, subject to certain restrictions.

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Requires the Department of Land and Natural Resources to establish and conduct the Marine Life Conservation District Carrying Capacity Program. Requires the Department of Land and Natural Resources to submit reports to the Legislature and adopt administrative rules. Declares that the general fund expenditure ceiling is exceeded. RELATING TO BURIAL SITES.

RELATING TO TELECOMMUNICATION.

Requires the Comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature. Takes effect 1/1/2112. (SD1)

RELATING TO RECYCLING.

Authorizes manufacturers of electronic devices to coordinate collection activities for the purpose of recycling electronic devices. Allows manufacturers of electronic devices to be considered to have satisfied its recycling goals by providing only collection service locations for recycling at no cost to the owner in each county and zip code tabulation area with a population greater than twenty-five thousand, under certain circumstances.
