RELATING TO HOUSING.

Prohibits a county from changing the land use designation or zoning of a parcel or parcels of property to a less intensive use or reducing the intensity of land use within an existing zoning district below what was allowed under the general plan or specific land use designation and zoning ordinances in effect on January 1, 2024. Allows a county to change a land use designation or zoning ordinance to a less intensive use if the county concurrently enacts measures to ensure that there is no net loss in residential capacity.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands for personal gain. Establishes that the Hawaiian Homes Commission shall have a right of first refusal for the sale or transfer of a lessee's interest in the lease when the sale or transfer is for personal gain. Authorizes the temporary assignment of permanent legislative staff during the interim to executive or judicial branch agencies. RELATING TO CEMETERIES.

Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of filing complaints and engaging in certain security and perpetual care activities for the cemetery. Requires an appointed limited owner of a cemetery to submit annual progress reports to the Department of Commerce and Consumer Affairs. Takes effect 7/1/2040. (SD1)

Allows the Attorney General to appoint a special counsel to assume the Attorney General's powers and responsibilities over an investigation of a person or matter when the investigation or prosecution of, or any other legal or administrative action against the person or matter by the Department of the Attorney General, may present a conflict of interest.
