Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.

Extends the motion picture, digital media, and film production income tax credit sunset date to January 1, 2029. Requires productions claiming the credit to contribute to creative media programs within the University of Hawaii, and the University of Hawaii to submit annual reports to the legislature on how the contributions are spent. Requires that two members of the University of Hawaii board of regents be faculty members. Prohibits the University of Hawaii board of regents from increasing tuition fees until an unspecified date. Establishes a cap on the University of Hawaii's general fund appropriation for operating expenses for the next five fiscal years. Makes an appropriation, subject to the availability of matching funds, to UH to conduct any studies necessary to ascertain the feasibility and benefits of establishing a small satellite launch and processing facility in the State, as well as to conduct any related public outreach programs.

Establishes the special operations K9 unit special fund. Requires the auditor to conduct an annual audit of the special fund and submit an annual report to the legislature. Appropriates money to the fund for deputy canines and full-time equivalent (FTE) permanent canine handler positions within the department of public safety. (SD1)
