Authorizes the DOE and B&F to borrow moneys from the Hawaii green infrastructure loan program for heat abatement measures at public schools. Appropriates general funds to make an initial repayment to the Hawaii green infrastructure special fund.

Expands the authorized uses of funds collected from school impact fees to include spending on new school facilities, purchase of completed construction for school use, and improvement of existing school structures.
Prohibits operation of a pickup truck with a passenger in the bed or load-carrying area. Increases fine. Makes applicable to counties with populations of 600,000 or greater.
Includes structures, machinery, equipment, and capital assets in the definition of capital infrastructure costs. Sets a new maximum amount of capital infrastructure tax credits that may be issued in any taxable year per qualified infrastructure tenant. Specifies that excess tax credits may be carried forward. Specifies that special purpose entities may qualify as a qualified infrastructure tenant. Prohibits the qualified infrastructure tenant, together with all special purpose entities, from claiming any credit in any one year that exceeds $2,500,000. Appropriates funds to DHS for the housing first program and the rapid re-housing program to assist chronically homeless individuals and individuals who require financial assistance to avoid homelessness. Appropriates funds to the Hawaii Public Housing Authority for the state rent supplement program to assist homeless individuals or families and those at imminent risk of homelessness.
Makes various appropriations to implement the recommendations of the increased food security and food self-sufficiency strategy. Requires the Department of Agriculture to establish a strategy and goals for increased food security and self-sufficiency in Hawaii. (SB1313 HD1)
Allows hosting platforms registered with the department of taxation to act as tax collectors on behalf of the short-term rental lodging operators and applies the general excise tax on short-term rental lodging. Requires hosting platforms to report detailed operator information, including addresses and number of booking transactions, with the filing of tax returns and requires short-term rental lodging operators to keep records of each booking transaction for a period of at least three years. Limits the number of short-term rental lodging units that can be registered by any one operator and sets a cap of the number of nights permitted. Creates a surcharge on short-term rental lodging in the State to fund supportive services for Hawaii's homeless.
Makes an appropriation, subject to the availability of matching funds, to UH to conduct any studies necessary to ascertain the feasibility and benefits of establishing a small satellite launch and processing facility in the State, as well as to conduct any related public outreach programs.
Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
