Establishes an annual electric vehicle registration surcharge to be deposited into the state highway fund.

Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.
Authorizes the Hawaii health systems corporation to bring Wahiawa General Hospital under its governance through formal affiliation with the corporation and to provide for transitional facilitation by the director of health.
Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. Requires the Office of Enterprise Technology Services to establish and maintain an online database of all reports to the legislature made by the judiciary and each department, board, commission, or officer of the State or any of its political subdivisions. Requires the website be online and accessible to the public by 1/1/2018.
Establishes a collective bargaining unit for full-time graduate student assistants employed by the University of Hawaii. Delays formation of the graduate student assistant collective bargaining unit until 7/1/2018. Effective 01/07/2059. (SD1)
Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condo unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures providing condo owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment.
Provides for the redevelopment of the Hilo area by establishing the framework, requirements, and conditions for redevelopment districts and specifically designating the Waiakea Peninsula Redevelopment District, appropriates funds for the implementation of the redevelopment district program, and makes conforming amendments to lease restrictions on public lands to facilitate the implementation of redevelopment districts. Requires all health benefits plans to include coverage for Native Hawaiian culture-based activities, including but not limited to canoe paddling, hula, and lua, that have empirically shown to be effective in the management of weight, cardiovascular health, diabetes, and chronic kidney disease.
Establishes the maritime industry grant program. Appropriates moneys to fund the grant program. Takes effect 1/7/2059. (SD1)
